Pastry chef Elizabeth Falkner first opened Citizen Cake as an urban oasis near the Mission District, where she soon developed a reputation for her creative, architectural cakes and European-style pastries.

Now she's moved everything to Hayes Valley, expanded the menu, and set it all in a space that's more like an upscale art gallery than bakery.

Falkner's take on a classic English afternoon tea ($17) is one of Citizen Cake's most popular draws. Choose from one of ten teas and tuck into a series of petite plates like bitter almond scones, fresh vegetables and canapes. The lunch menu is simple but pleasing, with items like spinach salad, tuna sandwiches on house-baked bread, or grilled Gruyere with mushrooms, and pizzas.
